The European Union updates the harmonized standard EN 71-13 of the Toy Safety Directive 2009/48/EC

On April 5, 2023, the European Commission issued Implementation Resolution (EU) 2023/740 to update the harmonized standards referenced by the Toy Safety Directive 2009/48/EC. Update involves EN 71-13, a toy standard

From the date of launch (from April 5, 2023):


EN 71-13:2021+A1:2022 "Toy Safety - Part 13: Smell board game toys, makeup set toys and taste game toys" will be listed as a harmonized standard for the Toy Safety Directive. The previous version EN 71-13:2021 was withdrawn today (April 5, 2023)

Standard EN 71-13:2021+A1:2022 applies to olfactory board game toys, cosmetic set toys and taste game toys, and their attachments. The standard specifies the use of substances and mixtures, their quantities and concentrations in these game toys and set toys.

Olfactory board game is a toy designed to help children learn to identify different smells or fragrances. It includes smelling and/or tasting, because tasting ultimately completes the identification of smells and aromas through the sense of smell. Cosmetic kits refer to toys designed to assist children in learning to make spices, soaps, face creams, shampoos, body washes, lip glosses, lipsticks or other cosmetics, toothpaste and conditioners. Gustative games (also known as gustative kits or food kits) are toys that allow children to make sweets or dishes that involve the use of food ingredients such as candies, liquids, powders, and Toys for the purpose of spices etc.

Compared with the previous version, the standard EN 71-13:2021+A1:2022 mainly adds statements to emphasize that cosmetic set toys and taste game toys cannot be used for children under 36 months. And taking into account the requirements of the revised Directives (EU) 2020/2088 and (EU) 2020/2089 of Annex II of the Toy Safety Directive, the list of allergenic fragrances has been revised
